RÉSUMÉ

" Historic and architectural (including vernacular ) areas " shall be taken any groups of buildings,structures and open spaces including archaeological and palaeontological sites,constituting human settlements in an urban or rural environment,the cohesion and value of which,from the archaeological,architectural,prehistoric,historic,aesthe-tic or socio-cultural point of view are recognized.
1. Urban Conservation versus (Re)development
Though conservation and development are interretated to each other, there is a conflict between the two in reality.People sometimes think convervation a static and it prevents changes or new construction works. They conccive it as a "negative control" particularly in developing countries.In fact,conservation manages the urbanization process allowing growth and change and at the same time protecting the character of places.
New development is not always harmful to the conservation.Urban change is necessary for population,growth,arising new housing,commercial and other economic activities.The main issue is how to balance between conservation and (re)development in urban development of a city. Conservation oriented development is always possible in any city.
2. Hanoi conservation:
Hanoi is a city where the Eastern and Western philosophy of city planning overlaps each other Culture and people belong to east.The earliness planning of Citadel and around the Hoan Kiem Lake were based on the Eastern philosophy the concept of "Water and Wind".On the other hand,the colonization mainly by French and also influenced from China and Russia have produced many fabrics (building and the roads) based on their own cultural and systems.Hence HaNoi is a city which has such preserved urban fabric of diffirent cultural diffirent time periods. Present haphazard construction works,if not controlled properly wiil definitely destroy the historic fabrics.Government and general people are aware need for conservation but no one is sure about how to conserve the historic districts.Thus conservation framework needs to be ...... sighted.Physical fabrics give a visual satisfaction and sense of orientation aa well as a live history pf the past whereas a social customs and daily activity explains the way life.Thus one needs to combine and explore these elements in HaNoi context.One can be neglect the urgent need of housing and public facilities such as open space and other infrastructure developments.There need to.... a balance between conservation and urban development for upgradation of community life.However,the art and architecture of HaNoi city has been influnced by diffirent cultural namely VietNamese,French and other diffirent period of time.And HaNoi's case,the "Spirit of Place" comes from everyday activity people and its surrounding environment.
